UTAG Honours Former FWSC Boss Ing. Benjamin Arthur for Contributions to Higher Education and Labour Relations

The University Teachers Association of Ghana (UTAG) has honoured Ing. Benjamin Arthur, former Chief Executive of the Fair Wages and Salaries Commission (FWSC), for his outstanding contribution to Ghana’s higher education sector and labour relations.

At its 22nd Biennial National Delegates Congress, held on September 30, 2025, UTAG presented Ing. Arthur with a special citation, recognising his leadership in securing codified conditions of service for academic staff and advancing staff welfare.

The citation commended him for laying a solid foundation for labour harmony in Ghana’s higher education landscape.

Achievements in Labour Relations

Ing. Arthur served as FWSC Chief Executive from January 2022 to April 2025, spearheading major initiatives in labour administration, collective bargaining, and conflict resolution. His tenure saw:

  • The successful codification of conditions of service for several labour unions and associations
  • Renewed efforts to strengthen the Single Spine Pay Policy
  • Improved frameworks for negotiation and mediation

As a certified mediator and alternative dispute resolution (ADR) practitioner, he navigated complex workplace disputes with tact, drawing on over two decades of professional experience.

Professional and Academic Background

A seasoned civil engineer turned labour relations expert, Ing. Arthur practised as a civil structural engineer for 23 years before transitioning into labour administration.

He holds Master’s degrees from the Ghana Institute of Management and Public Administration (GIMPA), the Kofi Annan Peacekeeping Training Centre, and the Institute of Paralegal Training and Leadership Studies. He also earned professional executive Master’s degrees from the PULSE Institute (Canada) and the Mediation Training Institute International (USA), in addition to a Civil Engineering degree from Kwame Nkrumah University of Science and Technology (KNUST).

Celebrating His Legacy

Themed “Rethinking Higher Education Pedagogy and Funding in the Age of AI,” the Congress not only highlighted the challenges of higher education but also celebrated Ing. Arthur’s pivotal role in shaping government pay and compensation policies.

Beyond his FWSC tenure, which ended in April 2025, Ing. Arthur continues to be recognised as a thought leader in labour relations and an advocate for fair wages and improved working conditions in Ghana’s public sector.
