The Accra Central Division Police Command wishes to inform the general public of developments arising from police operations conducted during the Diaspora Summit 2025 held at the Accra International Conference Centre (AICC).
On Friday, 19th December 2025, the Police, acting on information and complaints received from participants at previous events held at the AICC concerning theft of personal belongings such as mobile phones, iPads, and credit cards, heightened security vigilance at the ongoing Diaspora Summit 2025. As a result, an undercover operation was mounted at the venue to enhance surveillance and ensure the safety of participants.

During the operation, Police officers identified and arrested one Reagan Kwesi Egbi Addo, alias Morgan Addo, who is on the Police wanted list for several theft-related offences within the Accra Central Division. The suspect was found wearing an official summit tag and posing as a legitimate participant. Upon questioning, he failed to provide a credible explanation for his presence at the event and was subsequently arrested and detained at the Ministries Police Station to assist with investigations.
Preliminary investigations indicate that the suspect employs deceptive methods to steal ATM cards. He allegedly manipulates ATM transactions to make them difficult for users and then approaches victims under the guise of offering assistance, during which he swaps their ATM cards. Investigations further suggest that the suspect has withdrawn unspecified sums of money using stolen ATM cards at various ATM locations. He is also suspected of stealing ATM cards and other valuables during conference sessions by accessing participants’ bags and laptops, especially during breaks.

Further investigations revealed that the event organisers informed the Police that registration for the Diaspora Summit 2025 was conducted online and was open to the general public without restrictions, which enabled the suspect to register and gain access to the event.
Police later escorted the suspect to his residence at Ashale Botwe, where a search was conducted. The search led to the recovery of eight (8) ATM cards belonging to different individuals. These include:
- GCB Ready Cash ATM Card – Angela Esi Anderson
- GCB Debit Plus Visa Card – Isahaku Marisu
- GCB Debit Plus MasterCard – Abena Sefan
- GCB Classic MasterCard – Rubi Essinam Banah
- GCB Ready Cash ATM Card – Alimatu Inusah
- ABSA International Debit Visa Card – Ransford Ashitey
- GT Bank MasterCard (Serial No. 5454410003674430)
- Fidelity Bank Visa Card – Edi Elliot
The recovered ATM cards have been retained as exhibits for further investigations. The Police will formally engage the respective banks to assist in tracing the rightful owners of the cards to support ongoing investigations.
The Accra Regional Police Command assures the general public of its commitment to protecting lives and property, particularly during public gatherings and major events. While adequate police presence is provided to ensure security, the Command urges the public to remain vigilant, keep personal belongings under close supervision at all times, and promptly report any suspicious persons or activities to the Police.
